The feathered headdress is one of several components used in the Ogonya Play in Ogume village, alongside other masquerade pieces such as the Ogene and Ejukpe masks (Jones Archive | Southeastern Nigerian Art & Culture).

Identified as an Ekeleke masquerade headcrest, these items are embellished during performances with feathers inserted into holes along the back of the figure and across a feline figure at the top of the mask (Ekeleke Masquerade Headcrest: Emory University).
